Thailand SEC Sets Crypto Travel Rule for Self-Custodial Wallet Transfers

Thailand’s SEC will require crypto operators to verify self-custodial wallets under new Travel Rule regulations taking effect February 27, 2027.

Thailand’s Securities and Exchange Commission has issued new regulations requiring digital asset operators to collect and verify information linked to cryptocurrency transfers, including transactions involving self-custodial wallets. The rules, reported by @WuBlockchain, are scheduled to take effect on February 27, 2027.

Under the framework, digital asset operators will be required to gather information on customers and counterparties, conduct due diligence and verify ownership of or control over self-hosted wallets involved in transfers. The measures expand compliance requirements beyond transactions conducted entirely through regulated custodial platforms.

Thailand Introduces Self-Custodial Wallet Verification

The new requirements are part of Thailand’s implementation of a digital-asset Travel Rule framework. Operators will need to maintain transaction-related information for at least five years and provide those records for regulatory examination when requested.

The verification requirement for self-custodial wallets is significant for the country’s crypto industry. Unlike custodial wallets operated by exchanges or other centralized providers, self-hosted wallets are controlled directly by users. Requiring operators to establish ownership or control introduces an additional compliance step when assets move between regulated services and privately controlled addresses.

The rules are scheduled to become effective on February 27, 2027, giving affected digital asset operators time to adjust their compliance systems, customer-verification procedures and recordkeeping infrastructure.

Thailand Tightens Digital Asset Compliance Framework

SEC Secretary-General Pornanong Budsaratragoon said the regulations are intended to reduce the risk of digital asset operators being exploited for money laundering, terrorist financing and technology-related crimes.

The approach reflects a broader regulatory focus on identifying parties involved in crypto transfers and improving the traceability of digital-asset transactions. For exchanges and other financial regulated operators, the requirements could increase operational and compliance costs while creating additional obligations when customers transfer funds to or from self-custodial addresses.

For users, the changes may mean additional verification before certain wallet transfers can be completed. The practical impact will depend on how operators implement the ownership and control checks and how regulators interpret the requirements in individual cases.

Thailand’s February 27, 2027 implementation date now provides a clear deadline for the domestic digital asset industry to prepare for the new compliance regime. The key outstanding issue will be how operators operationalize self-hosted wallet verification while maintaining access to legitimate cryptocurrency transfers.
