Cardano Treasury Faces $5 Million Copper Reserve Proposal With 49.4% Break-Even Hurdle

Cardano's treasury is considering a $5 million copper reserve from Toto Finance, with a 49.4% break-even hurdle and significant market risks.

Cardano treasury proposal to fund Toto Finance's tokenized copper reserve, including projected copper prices, operating costs and investment risks.

Cardano's community treasury is being asked to commit 22 million ADA, worth approximately $5 million, to a proposed strategic copper reserve that would require the metal's price to rise about 49.4% to recover the original dollar value of the withdrawal under the proposal's assumptions.

The proposal comes from Toto Finance, a company that tokenizes physical commodities on blockchain networks. Its proposed Cardano Strategic Copper Reserve would purchase exchange-grade copper, hold it for 18 to 24 months and gradually sell the metal over the following year. Voting on the proposal closes on November 15.

Under the plan, approximately two-thirds of the requested funds would be used to purchase copper stored in a COMEX-approved warehouse near New Orleans. Each verified pound of copper would be represented by a token called CuTT. Net proceeds from sales, together with any unspent funds, would be returned to the Cardano treasury by month 36.

However, the arrangement does not guarantee that the treasury will recover its original ADA contribution. The outcome would depend on copper prices, the dollar value of ADA and the amount spent on operating the reserve.

Cardano Copper Reserve Faces a 49.4% Break-Even Threshold

The proposal assumes copper would be purchased at $6.73 per pound and sold at approximately $10.06 per pound. If the entire budget is spent and ADA's dollar price remains unchanged, copper would need to appreciate approximately 49.4% for the treasury to recover the value of its withdrawal.

The required increase could be lower if less of the budget is spent. Conversely, an appreciation in ADA's dollar price would raise the copper return needed to restore the treasury's original dollar value, according to the proposal's calculations.

Monty Metzger, Toto Finance's founder and chairman, argued that copper could deliver sufficient gains under a bullish market scenario. In an email to CoinDesk, he said some bullish projections anticipate annual appreciation of approximately 30%, which would translate into a 69% increase over 24 months.

“Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation. At that rate, copper would appreciate 69% over 24 months, potentially more than covering the 49.4% break-even threshold. Of course, commodity prices can also decline,” Metzger said.

These figures represent a projected scenario rather than a guaranteed outcome. A decline in copper prices, a change in ADA's value or higher-than-anticipated costs could affect the treasury's final return.

Fees and Operating Costs Account for Part of the Budget

Approximately one-third of the requested funding would cover storage, insurance, audits, oversight and Toto Finance's work on the project. Metzger said the company would not make a profit directly from the proposal and attributed much of the additional expenditure to Cardano's constitutional requirements for auditing and oversight.

The budget includes 2.64 million ADA for Toto's technology and project management, alongside an execution fee of 441,732 ADA. The company could also receive up to 278,291 ADA through a margin on third-party storage and insurance invoices, with that amount included in the operating budget.

Combined, these payments could reach approximately 3.36 million ADA, equivalent to roughly 15% of the total 22 million ADA request.

Toto Finance Retains Commercial Rights to CuTT

While the treasury would fund the proposed copper purchases, Toto Finance would retain the platform's commercial rights and income generated by its separately funded CuTT business. Cardano's treasury would receive financial returns from copper sales and any funds left unused by the project.

Metzger said Toto intends to expand the business to “$5 billion in tokenized copper assets” and described Cardano as a potential flagship platform for the initiative.

The proposed token infrastructure would initially mint CuTT tokens on Ethereum before locking them in a bridge, a software system designed to enable corresponding tokens to be issued on Cardano. The smart contracts and their security reviews remain future work, according to the proposal's details.

Metzger also said trackers of tokenized real-world assets have “historically focused heavily on Ethereum-based assets.” The planned deployment on Cardano would therefore form part of Toto's effort to expand its tokenized commodity business across blockchain networks.

The proposal ultimately asks Cardano's community to weigh the potential returns from holding physical copper against the costs, market risks and uncertainty surrounding the recovery of treasury funds.
