FinCEN Analysis Covers 33,904 Reports
According to information shared by Coin Bureau on X, FinCEN’s analysis found that the suspected scams were largely perpetrated by criminal organizations operating from Southeast Asia.
The $12.7 billion figure was identified through 33,904 reports submitted to the agency over the period from September 2023 through December 2025. The reports form the basis of FinCEN’s assessment of financial activity associated with the suspected schemes.
The scams identified in the analysis include so-called pig butchering operations, in which victims can be manipulated over time, as well as romance baiting and broader cryptocurrency confidence schemes.
FinCEN’s findings connect these forms of fraud to organized criminal groups in Southeast Asia, highlighting the scale of financial activity reported to U.S. authorities during the period covered by the analysis.
Myanmar and Cambodia Impose Severe Penalties
The post also points to legal measures taken by Myanmar and Cambodia in response to such criminal activity.
Both countries have passed laws imposing severe penalties for certain offenses associated with these activities, with life imprisonment among the potential penalties in certain cases.
The measures illustrate the seriousness with which authorities in the region are treating organized criminal activity connected to scams. However, the FinCEN figures specifically reflect reports analyzed by the U.S. agency and should not be interpreted as a measure of all cryptocurrency-related fraud worldwide.
The analysis covers reports submitted between September 2023 and December 2025, providing the specific period in which FinCEN identified the $12.7 billion linked to suspected scams.
