The Ethereum Foundation’s Protocol Cluster has published its assessment of the Hegotá upgrade, grading 62 proposed Ethereum Improvement Proposals (EIPs) and outlining a research roadmap that targets quantum resistance for Ethereum’s Layer 1 by December 2029.

According to the original report published by @WuBlockchain, EIP-7805, known as FOCIL, and EIP-8141, which introduces Frame Transactions, received the highest S-tier classification. The category designates proposals considered “must ship” as part of the upgrade’s development priorities.

The assessment places another 15 proposals in the A tier, described as “expected to ship,” while 28 proposals were rejected. The grading provides a clearer indication of which technical changes the Protocol Cluster considers most important as Ethereum continues its long-term protocol development.

Ethereum Prioritizes FOCIL and Account Abstraction

EIP-7805, or FOCIL, focuses on strengthening Ethereum’s resistance to transaction censorship. Its inclusion in the S tier places anti-censorship infrastructure among the protocol’s highest-priority development objectives.

EIP-8141, meanwhile, centers on Frame Transactions and is identified as a core account abstraction proposal. Account abstraction has remained an important area of Ethereum development as the network seeks to make transaction execution more flexible and improve the capabilities available to applications and users.

The distinction between S-tier and A-tier proposals also illustrates that the Hegotá process is not simply a list of features scheduled for implementation. The assessment separates proposals according to their expected priority, while rejected EIPs are excluded from the planned direction.

Ethereum’s 2029 Roadmap Targets Quantum Resistance

Beyond Hegotá, the Protocol Cluster outlined research priorities extending through 2029, with quantum resistance identified as a major long-term objective.

The issue has become increasingly relevant across the blockchain industry because future advances in quantum computing could challenge cryptographic systems currently used to secure digital assets and network infrastructure. Ethereum’s long-term research direction therefore extends beyond individual upgrades toward changes designed to preserve the security assumptions of the protocol.

The Protocol Cluster identified five cross-upgrade research areas: fast finality, post-quantum security, privacy, state and zkEVM.
