World Liberty Financial Wins Preliminary OCC Approval for USD1 Trust Bank
World Liberty Financial, the Trump-backed cryptocurrency venture, has moved closer to establishing a federally supervised financial institution in the United States after receiving preliminary conditional approval from the Office of the Comptroller of the Currency.
The OCC granted preliminary conditional approval on Friday to World Liberty Trust Company, National Association, advancing the company’s application for a national trust bank charter. The decision represents a significant regulatory step for World Liberty Financial, particularly as the company seeks to expand its USD1 stablecoin and institutional digital asset operations.
The approval, however, is not yet a final banking authorization. World Liberty Trust must satisfy additional conditions and requirements before it can receive final approval and begin operating under the proposed national trust bank charter.
The OCC’s decision follows an application submitted earlier in 2026. According to the company’s application, World Liberty Trust was designed to operate as a national trust company focused on activities including USD1 issuance and redemption, reserve management and digital asset custody.
World Liberty Targets USD1 Expansion Under Federal Oversight
At the center of World Liberty Financial’s banking strategy is USD1, its dollar-pegged stablecoin.
USD1 has grown to roughly $4 billion in market capitalization, placing it among the largest stablecoins in the cryptocurrency market. The proposed trust bank would allow World Liberty to bring important functions surrounding the stablecoin under a federally supervised structure.
Those activities include issuing and redeeming USD1, managing reserves backing the token and providing digital asset custody services for institutional customers.
World Liberty has indicated that its target customers include market makers, cryptocurrency exchanges, investment firms and other financial businesses seeking regulated digital asset infrastructure.
The company’s application states that USD1 is designed to maintain a 1-to-1 equivalence with the U.S. dollar. Its proposed reserve structure includes U.S. dollars held at financial institutions as well as U.S. government money market funds and cash equivalents.
Zach Witkoff, CEO of World Liberty Financial and president and chairman of World Liberty Trust, has described the proposed bank as an important part of the company’s effort to establish USD1 as a trusted digital dollar.
Witkoff has also linked the project to the broader goal of strengthening the role of the U.S. dollar in the global economy.
Conditional Approval Is Not a Final Charter
While the OCC decision represents a major milestone, World Liberty Financial still has work to complete before the proposed bank can begin full operations.
A preliminary conditional approval allows the organizers to continue moving toward the creation of the institution, but it does not mean every requirement for opening has been completed.
The OCC can impose conditions related to capital, governance, risk management, compliance, internal controls and other operational requirements before a new national trust bank receives authorization to commence business.
The proposed institution is also different from a traditional commercial bank.
World Liberty Trust is seeking a national trust bank charter, meaning its activities would be focused on trust and related financial services rather than conventional deposit-taking and lending. The company’s application specifically describes a business centered on USD1 and digital asset custody.
That structure could allow World Liberty to operate within the federal banking system without functioning like a traditional retail bank.
Trump Connection Brings Political Scrutiny
The regulatory decision comes amid continued political scrutiny over World Liberty Financial’s connection to President Donald Trump and his family.
Democratic lawmakers have raised concerns about potential conflicts of interest, arguing that the federal government’s banking regulator is evaluating a financial company with ties to the president.
Senator Elizabeth Warren previously called on the OCC to pause its review of World Liberty Financial’s banking application until Trump divested from the company and addressed what she described as potential financial conflicts.
The concerns have made the application particularly sensitive because the company’s business interests overlap with the administration’s broader cryptocurrency and financial regulatory agenda.
World Liberty Financial has nevertheless continued to pursue its banking strategy, arguing that federal supervision would provide greater transparency and regulatory credibility for its digital asset operations.
The OCC has maintained that the application was reviewed under its established regulatory procedures. Reporting on the approval indicates that career OCC staff evaluated the application against statutory, regulatory and policy requirements.
USD1 Could Become More Closely Integrated With Traditional Finance
The proposed trust bank could become an important part of World Liberty Financial’s strategy to expand USD1 beyond the cryptocurrency market.
Stablecoins have increasingly become a bridge between traditional financial systems and blockchain-based markets. A stablecoin backed by dollar-denominated reserves can provide users with a digital representation of U.S. currency while allowing transactions to occur on blockchain networks.
For World Liberty, bringing USD1 issuance, redemption and reserve management under a federally supervised trust bank could strengthen the stablecoin’s institutional positioning.

At the same time, political scrutiny is unlikely to disappear.
The Trump family’s financial relationship with World Liberty Financial means the company’s regulatory progress will continue to attract attention from lawmakers, financial institutions and the broader cryptocurrency industry.
The OCC approval therefore represents both an opportunity and a test.
For World Liberty Financial, the opportunity is to transform USD1 into a more deeply integrated digital dollar while building a federally supervised financial infrastructure around it. The test will be whether the company can complete the remaining regulatory requirements and ultimately secure final authorization.
For now, World Liberty Trust remains a proposed national trust bank rather than a fully operational institution. The preliminary conditional approval moves the company significantly closer to that goal, but the final step still depends on satisfying the OCC’s remaining conditions.
