What About Government Censorship Requests?

The claim that X is making all government censorship requests publicly visible through its open-source algorithm requires some clarification.

The government requests themselves are not simply embedded in X’s recommendation algorithm.

Instead, X maintains a separate transparency system for government, legal and law-enforcement requests. The company publishes transparency reports detailing requests for account information and content removal, as well as its responses to those requests.

X’s 2025 global transparency report, for example, recorded 97,006 removal requests worldwide and reported that action was taken on 79,438 of them. The same report listed 20,925 government information requests, with 10,581 cases involving disclosure of information.

That distinction matters.

Open-sourcing the recommendation algorithm allows people to examine how content may be ranked and distributed. Transparency reports, meanwhile, provide information about government and legal requests.

Together, these initiatives can provide a clearer picture of how X operates, but they are not the same system.

X Already Publishes Government Request Data

X says government and law-enforcement authorities can request content withholding or user information when they have an appropriate legal basis.

The company says each request is reviewed for legal sufficiency and that it can challenge requests that are defective, overly broad or appear to improperly burden freedom of expression. X also says it generally notifies affected users about requests involving their content or account information unless prohibited from doing so by law.

The company's transparency center therefore plays an important role in documenting government interactions with the platform.

Country-level reporting can also provide more detail.

For example, X publishes information about government requests from individual jurisdictions, including whether authorities requested account information or content restrictions.

That means users do not necessarily have to rely solely on the platform's source code to investigate government involvement.

Why Open-Source Algorithms Matter

The recommendation algorithm is particularly important because it determines how content is surfaced to users.

Social media platforms can influence the visibility of posts through ranking systems without necessarily deleting them. A post can remain online while being shown to fewer people, excluded from recommendations or otherwise given less distribution.

By publishing recommendation code, X is attempting to make at least part of that process more understandable to researchers and users.

Whether that ultimately produces greater trust will depend on how much of the platform becomes genuinely auditable and whether the published code accurately reflects the systems users encounter every day.
